The UAE stands out among most countries for its simple, predictable vehicle import procedure. Dubai is not only a market for local use but also a re-export platform, from which cars move onward to the CIS, Africa and Asia. In this article we break down how importing and clearing a car from Canada to the UAE looks in 2026, how it fundamentally differs from customs in the CIS, and the role Canada Motor House plays here.

1. Why the UAE Is Simple and Affordable: 5% Duty + 5% VAT

The main advantage of the UAE is its low, transparent tax burden. Import duty is 5% of the vehicle's CIF value, that is, the price including freight and insurance (u.ae); the value itself is assessed by customs inspectors, not just taken from the invoice (Dubai Customs). On top of that comes 5% VAT, charged on the customs value including insurance, freight, duty and customs fees (Decree-Law 8/2017, Art. 35). There are no progressive rates based on engine size, age or emissions class, as is common in the CIS: every tariff line for passenger cars carries a 5% rate (Dubai Customs), and there is no excise on vehicles (u.ae). The result: 5% duty plus 5% VAT on a base that already includes duty comes to about 10.25% of the CIF value, plus customs and registration fees. For comparison: the combined burden when importing into CIS countries often reaches tens of percent.

  • Duty — 5% of the car's CIF value (the value is assessed by customs);
  • VAT — 5% on CIF + duty + customs fees;
  • Combined — about 10.25% of CIF plus fees;
  • No age-based or displacement-based surcharges on duty;
  • A transparent, fast clearance procedure.

2. Dubai as a Re-Export Platform to the CIS and Africa

Dubai has historically developed as a transshipment node of global trade. Cars are brought here not only for local driving but also for onward resale to other countries, and the free zone rules take this into account. Developed infrastructure and convenient logistics make the UAE a convenient consolidation point: a Canadian car can be delivered to Dubai and shipped from there to a final buyer in the CIS, East Africa or Central Asia.

3. Free Zones vs. Customs Clearance: For Re-Export or Local Use

Here it is important to understand the fork in the road. If a vehicle is imported for onward re-export, it is convenient to place it in a free zone — for example, Jebel Ali Free Zone (JAFZA). Goods imported into a free zone and stored there for re-export are not subject to customs duty; duty arises only when they are moved into the mainland market (u.ae). For VAT purposes such zones are treated as being outside the State (Decree-Law 8/2017, Art. 50).

An important condition: duty-free entry into a free zone applies if the owner of the goods on the documents is a licensee of that zone (Free Zone Licensee). Releasing the car from the free zone into the UAE market is processed as a regular import with duty paid — the declaration is filed by a registered local importer or broker (Dubai Customs).

  • Re-export via a free zone — duty and VAT are not paid while the car stays in the zone, provided the cargo is consigned to its licensee;
  • Import for local use — 5% duty and 5% VAT are paid (about 10.25% of CIF), followed by registration.

This flexibility is exactly what makes Dubai so attractive: one and the same platform serves both local buyers and re-export traders.

4. Vehicle Spec and Registration: RTA and GCC

In the UAE, as in Canada, traffic drives on the right and left-hand drive (LHD) is the standard, so Canadian cars fit without any steering conversion. The main registration question is compliance with the Gulf (GCC) specification. At registration the RTA requires a document from the Ministry of Industry and Advanced Technology (MoIAT) confirming compliance with Gulf Specifications if this compliance is not shown on the Customs Card (RTA). North American spec cars usually do not show such compliance on the card, so we plan for the MoIAT document from the start. Registering any imported car also requires a Vehicle Clearance Certificate (VCC) from customs (Dubai Customs), and for a used car MoIAT issues a Product Status Statement confirming that the imported used vehicle can be registered (MoIAT).

  • Left-hand drive (LHD) — standard, Canadian cars fit;
  • MoIAT document on Gulf Specifications compliance — if it is not shown on the Customs Card;
  • VCC from customs — required for registration;
  • For local registration — passing inspection and processing with the RTA (Roads and Transport Authority).

5. Logistics and Delivery Times

Delivery from Canada to the UAE is by sea — in a container or on RoRo vessels. Atlantic Container Line runs a RoRo service for self-propelled vehicles from Halifax to Jebel Ali: 43 days in transit, monthly sailings, with transshipment in Antwerp (ACL, Middle East services). Container line transit times depend on the carrier and route and are confirmed at booking. On arrival, customs clearance follows at the port (usually Jebel Ali). Shipping costs and the final vehicle price are calculated on request — individually for the model, trim and route.

6. The Role of Canada Motor House
