For a long time Kyrgyzstan has been considered one of the most convenient and affordable gateways into the Eurasian Economic Union for imported cars. Today the rates have largely converged with union-wide norms, yet the republic remains an attractive point of clearance for vehicles from Canada. Below we break down how customs clearance of a car from Canada works in Kyrgyzstan in 2026, how import for an individual differs from a business, what EPTS is, where things stand with the recycling fee, and what nuances arise when the car later moves within the EAEU.

1. The EAEU and Entering Through Kyrgyzstan

Kyrgyzstan is a member of the Eurasian Economic Union. This means a single customs territory and common union rules apply on import: a car cleared and released in Kyrgyzstan gains EAEU goods status and thereafter circulates across the entire union. Historically the republic was one of the cheapest entry points and a re-export gateway within the union. Kyrgyzstan has its own logistics specifics via China and Central Asia, which matters when shipping vehicles from Canada.

2. The Flat Rate for Individuals vs Commercial Import

Individuals are charged a flat customs payment: 48% or 54% of value, or a fixed amount in euros per cubic centimetre, depending on the vehicle's age (EEC Council Decision No. 107). This is the most common regime for a personal car. Commercial import (legal entities, batches, resale) follows a different scheme:

  • the EAEU Common Customs Tariff (CCT) as a percentage of customs value, with a minimum in euros per cubic centimetre for used cars;
  • 12% VAT;
  • a customs operations fee of 0.4% of customs value, no less than 5 and no more than 2,500 calculation indices.

The Customs Service of Kyrgyzstan confirmed the 12% VAT and 0.40% fee in April 2025 (Economist.kg, 2025). Note that the flat rate applies only to passenger cars. Individuals import ATVs, snowmobiles, side-by-sides and motorcycles with an aggregate customs payment — CCT duty and VAT as one payment. Details are in our articles on ATVs, snowmobiles, side-by-sides and Harley-Davidson motorcycles for Kyrgyzstan.

The exact amount is always individual and depends on the specific vehicle, so we calculate the final figures on request based on your VIN and configuration.

3. EPTS and the Recycling Fee Question

After release, an electronic vehicle passport (EPTS) is issued for the car — a digital document that has replaced the paper title across the whole EAEU. Without a valid EPTS you cannot register the car.

We found no recycling fee on car imports in Kyrgyzstan of the kind that operates in some other union countries. The law "On production and consumption waste" provides for a fee on oils, batteries, tyres, electronics, filters and packaging, and in August 2024 the Ministry of Natural Resources stated plainly that no recycling fee was provided for cars (Economist.kg, 2024). Since the topic is under discussion, we check the fee's status on the clearance date of each vehicle and include it in the estimate only if it has actually been introduced.

4. Re-export Within the EAEU and Its Nuances

Many view Kyrgyzstan as an entry point with a subsequent drive to another union country, such as Kazakhstan. Legally, once released the car circulates freely across the single customs territory; however, the difference between the individual regime and commercial import is regulated, and when moving between union countries a top-up of the payment difference may be required. Re-export and resale immediately after clearance under a preferential regime is an area of heightened customs attention. Plan your route and clearance regime in advance to avoid additional charges.

5. Documents and Timelines

Clearance requires a standard package: Canadian export documents (title, invoice, contract), a bill of lading or CMR for the shipment, the recipient's passport, and data for the EPTS. What the timeline consists of:

  • preparation and purchase in Canada — from a few days;
  • shipping by sea and then overland — via Georgian ports and the Trans-Caspian route or via Chinese ports; we confirm the timing when booking a specific shipment;
  • clearance and release at Kyrgyz customs — once the complete document package has been received.

The cost of shipping a car from Canada depends on the port, route, type of vehicle and consolidation method and is calculated on request.

6. The Role of Canada Motor House

Canada Motor House handles the entire chain: sourcing and purchasing a car or powersports vehicle in Canada, export processing, shipping and support of customs clearance in Kyrgyzstan, including preparing documents for the EPTS. We calculate the payments for your specific vehicle in advance so there are no surprises at customs, and we advise the optimal import regime based on your usage plans and possible movement within the EAEU. An overview of this destination is on the page "Cars from Canada to Kyrgyzstan".
